By Telegraph.—Press —Copyright. (Received October 9, 1.5 a.m.) ~ London, October 8. * A circular issued * ! by the General Federation of Trade Unions declares that the hostility of trade unions has been manufactured •by interested parties successfully invoking Government aid to defeat the workers.

The circular ridicules conciliation, boards, and says that if State interference is permitted it"will be difficult to stem capitalistic tendencies. Much of the recent disorder was the outcome of the inconsiderate action of a Government which was flurried by unscrupulous politicians. The Government contemplates a dangerous enlargement of its functions, and every union is urged to send a protest to the Cabinet.

The Mount Lyell miners held another conference with the directors, as a result of which definite proposals - for settlement will be submitted to the men. • The terms have not been disclosed, but it is known that the manager gave an assurance that he was not aware that White, over whose dismissal the strike . arose, was an official of the union when he was discharged.
