SIR JOSEPH WARD'S PLEA.

London, June 14. Sir Joseph' Ward gave an address before the Royal Geographical Institute last night on " The Higher and Truer Imperialism," Lord Sclbornc presiding. Sir Joseph made an urgent pica for an Imperial Council. Some day, he said, it would he impossible for Britain alone to maintain her majestic supremacy of the seas. The. Dominions equally would be unable wholly to defend themselves from foreign aggression. Lord Sclbornc said that they must be prepared to sec the centre of gravity of the Empire pass from the United Kingdom to some other part of the Empire. While Englishmen felt less free to discuss the problem of federation, the statesmen of the Overseas Dominions had prepared a scheme which many Britishers were prepared to give, their political lives to support.
