Vienna, December 29. The Archduke Franz-Ferdinand, on behalf of the Emperor Francis Josef, received the speeches of homage by the presidents of the delegations, and expressed the Emperor's gratification at the peaceful " outlook abroad. . The increase in the Navy vote, be said, was justified in view of the analogous preparations of all other Powers.
