BOROUGH COUNCILS.

PARNELL. A meeting of the Parnell Borough Council, held last evening, was attended by the Mayor (Mr. R. S. Brings), and Messrs. R. E. Isaacs, O. E. Palmer, T. Long, J. Brown, J. R. Lundon, F. Fiit, G. Scarboro, W. Thomas, and W. Johns. Tho Inspector-General of Hospitals, Dr. Vaiint.ine, drew tho Council's attention to & scheme whereby the responsibilities of tho borough under tho Public. Health Act shall be assumed by the Auckland Hospital and Charitable Aid Board. It. is considered that tho administration of this work by the Board in the whole of the city and suburbs will be more effective than under tho present system, whereby each body undertakes the work of inspection, etc., in its own district. The matter was referred to the Committeo for General Purposes. Notification was- received that no pressuro would be available between tho hours of seven a.m. and four p.m. to-day from tho Mount Eden reservoir, which is to bo cleaned out. A ratepayer asked the Council if anything was to bo done this year to abate the dust nuisance on the Manukau Road. Last year's difficulty with regard to tho insufficiency of water, it was pointed out, did not now exist, and all that was required was a few more hydrants. A repetition of the inconvenience we suffered last summer," the letter concluded, " is too awful to contemplate." The Streets Committee will report on the matter. GREY LYNX. The Grey Lynn Borough Council met. last night. Present: The Mayor (Mr. W. J. Holdsworth) and Messrs. U. Baildon, H. Schofield, W. Donald, G. J. Garland, W. Murray, C. Norgrove, T. T. Thompson, and W. L. Rowland. Mr. Ivorth waited on the Council, and asked permission to pave a section on a road in the borough where the traffic was heavy with a now paving material, in order to demonstrate its utility. It was resolved that _ permission be given to lay down a crossing in Great North Road. The Paymaster-General reported that the sum of £299 3s 6d, as subsidy on the rates, had been paid to tho Council's account.

ONEHUNGA. The Onehunga Borough Council met last evening,, when there were present:—Messrs. John Rowe (Mayor), W. CoHedge, R. Dillicar, C. A. Osborne, A. S. Holmes, H. M. Johnston, H. T. Horn, I. Loinas, 0. C. Davis. _ Cunningham and Co. claimed compensation for damage to vehicles, caused, it was alleged, owing to tho improper ramming of tho road after tho laying of drainage pipes. Resolved that no liability be acknowledged. It was decided to recommend to Mr. I '. W. Lang, M.P., tho Seddon memorial and the To Papapa station as suitable sites for the erection of slot telephones. On the recommendation of the Council in committee it was decided to charge Is 6d per week in future for tho grazing of foals up till 12 months old, on tho reserves. It was agreed to place H. C. Ansell in charge of water-pipe laying operations, giving him power to engage and dismiss labour, preference in the former case to be given to ratepayers, all conditions being equal. Resolved that the following deputations bo received next Monday evening:— From tho Mount Roakill Road Board to arrange for an exchange of the lower portion of Mount Albert Road and the. upper portion of Trafalgar-street. 2. From tho Onehunga Cricket League re the laying down and maintenance of cricket pitches on the recreation ground. 3. From One-tree Hill Road District, residents, south of Campbell Road, praying to bo allowed to come info the borough— thus separating from One-tree Hill. Mr. C. J. Schnauer headed a deputation and presented a petition on behalf of the Onehunga Library Committee, praying that the Carnegie library be erected north of Arthur-street, preferably on the Blockhouse Domain site. The petition was signed by 285 signatories, and set, forth that two-thirds of the library subscribers hailed from tho northern side of Arthur-street, The petition was ordered to lie on the table for the customary fortnight. The Mayor stated that the present library rate would have to be raised from Ad to Id in the £, also that rho library building and furnishings. in addition to Mr. Carnegie's grant of £2000, would cost the borough about £500.
