NEW ORGAN OF GOVERNMENT By Telegraph.—Press Association.—Copyright ; London, April 29. Lord Milker, speaking at the Compatriots' Club, said that if, as he fervently hoped, the present loose association of self-governing States grew in time into a regular partnership, it could only be by the development of a new organ of government, representing the whole Empire, and dealing exclusively with matters of common interest. y The introduction of overseas representatives into the British Parliament was unsound. He protested against the suggestion that tariff reform had been shelved.
