Paris, February 10. The Seine' is . rising: at the rate of a foot daily, and the Government has ordered the immediate heightening of the parapets and the construction of dams at all the Parisian danger points. The streets of ; Passy and Auteuil are again ' flooded. The Meuse is rising, and the lowlying country along its course is flooded. x
Berne, February .10.
The Swiss lakes are at their lyghest level, and an inundation is feared in Geneva.
