(Received November 21, 515 p.m.) Capetown, November 20. The Commission of Inquiry set up by Natal to report upon the several industries owing their 1 existence to indentured Indian labour found the many complaints made against such labour were unfounded. '
The Commission nevertheless recommends the confining of Indian immigration to indentured men, the contract form to contain all arrangements to repatriate when the" time limits expire. " „. .-,-—--
