London, July 9. The friction caused by the coming into operation of the Act providing an eight hours' working day in coal mines is increasing. ' Mobs of men and boys are marching through the North Staffordshire colliery towns, and are breaking down fences and walls as they proceeds There have been frequent conflicts with the police.
