The New York correspondent of the Times says that the Payne Tariff Bill shows that the nominal reductions in many classes are largely neutralised by subtle changes in classification. The measure is being bitterly assailed ac being essentially protective. The section providing for maximum and minimum charges, according to the import scale of the exporting country, is causing anxiety in all the embassies and legations except the British. Britain, with her free trade tariff, comes in under all heads at the minimum rate. .>
