The Sultan's speech on the occasion of the opening of Parliament, was modelled, on Western lines. He described the Parliament of 1876 as temporarily dissolved until the people had been better educated in the matter of self-government. (Received December 20, 4.15 p.m.) London, December 19. King Edward has telegraphed his sincere congratulations to the Sultan on the assembling of the Turkish Parliament. "My earnest prayer,'.' His Majesty states, "is that its activity will conduce to the happiness of all Your Majesty's subjects, promote the prosperity and welfare of the country, ancN maintain its cordial and peaceful relations with other countries." The British Government has also despatched a telegram tendering the new Parliament cordial good wishes for the success of its deliberations, and expressing the hope that it will strengthen the ties of friendship between England and Turkey.
