THE POWERS' REMONSTRANCE.

Reports from "Vienna affirm that Austria is increasing her army in the south, near the Servian border, by 60,000 men.
The Paris correspondent of the. Daily Telegraph declares that Britain, France, and Russia are about to address to Austria firm representations regarding her menacing preparations, emphasising Servia's prompt and effective compliance with the recent appeal to cease warlike preparations on the frontier.

Vienna, December 5.
Following on the recent action of Montenegro in mounting a series of heavy batteries on Mount Loochet, dominating the Austrian fortified seaport of Cattaro, at the head of the Gulf of Cattaro, an inlet -of the Adriatic, two steamers with troops have left Fiume (Hungary) under sealed orders, but their destination is believed to be Cattaro. Two more vessels are to follow.
