RESTRICTIONS ON CHINESE. [BY

Wellington, ( Thursday.'. : Regulations are gazetted " under the Iramigration. Restriction Amendment Apt, 1908, as follows ; " .■ : 1. Any Chinese resident in Jfew Zealand who - desires to leave New Zealand with the intention .of returning thereto : shall apply to the Collector of Customs at the port nearest to the, place where he is' beet known, or at the final port'of departure, for a certificate of registration. ~

2. The Collector shall issue a certificate in the form in the- schedule hereto, and hand "it to the Chines© - applying j for the same. - A duplicate of this• certificate shall be retained by the , Collector,) and filed, in his office. ~

3. Each Chinese, applying ; for,', a - certificate shall be required to provide two photographs of himself, one of which shall ,be securely attached 'to the certificate, arid the other to the duplicate of the same. He shall also 'be required to, place impressions of his thumbs on both forms of certificate for the purposes of i identification, if necessary on hie return. ' ; - 'v): 4. On the return to New Zealand of . a Chinee-e holding a' certificate as above; provided, i the Collector afc the first : port of arrival shall, if •' satisfied of the -identity of the holder with' the * percon^riamed'• in the certificate, and . that he has returned within four years after the date of' registration, regard such . Chinese as :exempt i from compliance with the requirements of section 42 of the Immigration Restriction Act, 1908." ( y , . 5. If the Collector 'is uncertain.; as to the identity of the Chinese holding a certificate with, the photograph attached to the same, he shall require the Chinese vto place his thumb-prints on the certificate, and compare the* same with ,the thumbprints taken before leaving New Zealand and, if still uncertain as to identity, the Collector shall regard the Chinese a 6 liable to comply with the requirements of the said section 42, and he shall not be allowed to land if unable to fulfil the same. i 6. All certificates presented by returned Chinese shall be' retained by the Collector, and forwarded to the Collector, at the port of issue, and there filed with'the duplicates.
