_ The Shah, in deciding to call the National Council and Senate together, is but yielding to the pressure brought to bear upon him by the Powers and the Nationalist party, who recognised the need for reform in the government of the country. Persia has been seething with rebellion for some time, and at one stage a holy war was threatened. Great Britain and Russia urgently recommended the Shah to reassure his subjects regarding the royal determination to maintain the present constitution, and to summon the new Mejliss, thus, ensuring a promise of peace to a troubled nation.
