A RULER'S HIGHEST AIM.

A deputation from the seventeenth Universal Peace Congress, which has opened in London, was welcomed yesterday by Their Majesties King Edward and Queen Alexandra. The King rejoiced that his efforts to promote international peace and goodwill had not been without fruit. Rulers and statesmen could pursue no higher aim, His Majesty continued, than the promotion of mutual goodwill and understanding and cordial friendship among nations.
It was the surest and most direct means to enable humanity to realise its noblest ideals, and its attainment would ever be the object of his own constant endeavours.
