Asquith, the new Prime Minister has formed a Cabinet, and it is officially announced that Mr. John Morley (Secretary of State for India) and Sir Henry Hartley Fowler (Chancellor of the Duchy of Lancaster) have been created viscounts, retaining their present offices. The following rearrangement of portfolios has taken place : MR. H. H. ASQUITH, Prime Minister and First Lord of the Treasury. LORD TWEEDMOUTH, Lord President of the Council. EARL OF CREWE, Secretary of State for the Colonies. VISCOUNT MORLEY, Secretary of State for India. MR. DAVID LLOYD GEORGE, Chancellor of the Exchequer. MR. REGINALD McKENNA, First Lord of the Admiralty. MR. WINSTON CHURCHILL, President of the Board of Trade. MR. WALTER RUN CI MAN, President of the Education Board. VISCOUNT FOWLER, Chancellor of the Duchy of Lancaster. The above are all members of the Cabinet. OTHER. APPOINTMENTS. The following new appointments have been made without a seat in the Cabinet: — LORD LUCAS, Under-Secretary for the Colonies. MR, F. D. ACLAND, Under-Secretary for War. MR. T. R. BUCHANAN, Financial Secretary. The Under-Secretary for India is not mentioned. Other members of the late Cabinet retain their offices, as follows : — Lord Lorebum, Lord High Chancellor. Marquess of Ripon, Lord Privy Seal. Mr. Herbert Gladstone, Secretary of State or Home Affairs. Sir Edward Grey, Secretary of State for Foreign Affairs. Mr. R. B. Haldane, Secretary of State for War. Mr. John Sinclair, Secretary for Scotland. Mr. A. Birrell, Chief Secretary for Ireland. Mr. Sydney Buxton, Postmaster-General. Mr. John Burns, President of the Local Government Board. Earl Carrington, President of the Board of Agriculture. Mr. Lewis V. Harcourt, First Commissioner of Works. Mr. Reginald. McKenna, who passes from the Presidency of the Board of Education to the position of First Lord of the Admiralty, does not vacate his\seat in the House of Commons as member for North Monmouthshire. It is expected that Mr. Charles E. H. Hobhouse, Parliamentary UnderSecretary for India, will be appointed Secretary to the Treasury. <"• Mr. Herbert Samuel, Under-Secre-tary to the Home Office, declined promotion, preferring to pilot his Juvenile Protection fßill through the House of Commons.] Lord Morley, in an address to his constituents, informs them that his health compelled him to choose between resigning his office as Secretary of State for India or withdrawal from the House of Commons, and he chose the latter alternative | at the instance of his colleagues. j
