A PRESS BOYCOTT.
THE REICHSTAG INCIDENT. By Telegraph.—Press Association—Copyright. London, March 24. Reuter's Agency reports that Dr. Groeber persists in his refusal to apologise to the members of the press gallery of the Reichstag for his exclamation of " piggish louts" when they greeted with derision Herr Erzberger's reference to " the immortal soul of the negro." The 32 reporters who demonstratively withdrew are steadfastly absenting themselves, and a complete press boycott of the House obtains. Prince von Bulow, the Imperial Chancellor, has postponed bis speech on foreign affairs. (Received March 25, 9.49 p.m.) Berlin, March 25. Dr. Groeber having withdrawn the epithet used regarding the reporters and apologised to the Reichstag, Prince Von Bulow delivered his speech on foreign affairs.
