GERMANY, RUSSIA, AND SWEDEN'. By Telegraph.—Press Association.— Copyright. (Received January 16. 11.32 p.m.) 'SBkrljn, January 16. Germany, Russia, and Sweden are arranging for the virtual neutralisation of the gulfs of Bothnia and Finland. It is hinted that Germany thereby not only closes the Baltic against belligerent warships, but begins to establish a new triple alliance. Denmark has protested against not being consulted on the matter. (Received January 17, 1 a.m.) London, January 16. The St. Petersburg correspondent of the Times has been assured by M. Isvolsky (Minister for Foreign Affairs) that Russia will do nothing as regards the Baltic without the cognisance of Great' Britain.
