Three Japanese warships have arrived .at Chemulpo, and landed troops and bluejackets for service at Seoul. . The Marquis Ito has presented Japan's proposals to the Corean Cabinet. Although they do not interfere with the security of the throne, it is believed that they are of a revolutionary nature, owing to the consternation prevailing at Court. (Received July 27. 12.13 a.m.) Seoul, July 26. After considerable opposition on the part of the Corean Court a new Japanese-Corean Convention has been signed, placing Corean administration under the guidance of the Japanese Resident-General, who is authorised to appoint" his nominees to all responsible positions.
