COMMERCIAL AGREEMENT. "CONTRARY TO LAW." ; By Telegraph.—Press Association.—Copyright. (Received July 27, 10.25 p.m.) New. York, July 26. The Protective Tariff Association denounces the American-German agreement as contrary to law and the policy of protection, as unfair to -American importers, and as demoralising to the Customs, besides being an infringement of the rights of the Legislature. ; It was announced in April last that Germany and the United States had decided on a'basis of a. Vivendi which 'would have the effort of continuing the application of the German minimum tariff to American goods, pending tho action of Congress on the commercial treaty between the two nations. Under this treaty the United •States receive reductions totalling £1,250,000. while Germany gets reductions amounting; to only £400,00,0. The treaty provides for a reduction of 20 per cent, in the duty on wine in favour of German champagne.
