COMMISSIONERS ABROAD. VISIT TO JAPAN. By Telegraph.— Association.—Copyright. (Received July 3. 12.32 a.m.) London, July 2. Commander Colquhoun and Engineer - Commander Clarkson, who were despatched by the Commonwealth Government on a mission in connection with the future Australian navy, have arrived in London. They visited Japan, and made an inspection of the naval works and torpedo fleet. In Canada they inspected the small arms factories, and they made general inquiries in the United States:
