GERMAN AGENTS BUSY.

London, May 23.. German agents are trying to persuade the discharged Woolwich Arsenal workmen to emigrate to Germany. The arsenal officials have warned the workmen that if they go. to Germany they must preserve the arsenal secrets. The discharges continue. \\-
The- discharges are proceeding at the rate of 60 a week.
