Earl Crewe, : speaking at Preston on Saturday, said the Irish Council Bill was a moderate measure. Doubtless , a great many Liberals were disappointed with the small scope of the. Bill, but considerable numbers thought it went far enough. He did not believe that in matters of constitutional change it was wise to go far ahead of the party, and whether in increasing the scope of self-government in Ireland or dealing; with the relations of Lords and Commons caution was needed to secure the party's general support.
