ATTITUDE OF THE COLONIES.

London, May 10. The Premier, Sir H. Campbell-Ban-nerman, speaking at- Manchester, delivered a vigorous party speech. He incidentally directed his sarcasm to Mr. Balfour's tardily coming into line with the tariff reformers, and twitted him with countenancing an attempt to use the Imperial Conference for party purposes. He remarked that the efforts to sow dissension between the Government and the colonies had failed as it deserved. He recognised that a severe struggle was approaching on tariff reform.

Speaking at Manchester Sir Henry Campbell-Bannerman declared that if a poll was taken in the colonies to-morrow he was certain that only a very small number would favour the forcing, even by the gentle art of persuasion, upon the Motherland a change in her fundamental policy in their supposed interest. He proceeded to contend that, it was necessary to resist the efforts of thoso who were calling' on the colonies to help them to destroy the principles of free imports and free industries.
