London, January 25. Sir Henry Fowler (Chancellor of the Duchy), in a speech at Wolverhampton yesterday, ridiculed what. he described as wild municipalisation of social schemes. The men who had reared the country's colossal trade ought to manage such projects. These matters should not be entrusted to committees of local councils, as such a transfer would prove fatal to the working classes.
