Japan's construction programme does not need to be great, for the reason that she came out of the war with Russia with her navy increased by eight, battleships, ono armoured, and two protected cruisers, and several small craft. Two 19,000-ton battleships are at present being built, and also an armoured cruiser of 13,750 tons, A 21,000-ton battleship is projected. It was reported through St. Petersburg in October that the Japanese Government intended to ask for a large sum for the constructing of a great naval dockyard at Hiroshima. This work was to occupy until 1913 in construction.
