FRANCO-SPANISH EXPEDITION By Telegraph.— Association.— Copyright Morocco, December 9. Vice-Admiral Touchard, of the French navy, with three warships, is at Tangier. Admiral Tojichard has proceeded to Tangier in accordance "with the special agreement come to by the Powers recently, giving France and Spain power to land 1200 troops at Tangier, to assist the Kaid in restoring order. The admiral is to command the joint forces.
