The Under-Secretary for the Colonies (Mr. Churchill), speaking at Glasgow yesterday, warned the Socialists that society needed both collective organisation and the individual incentive. He advocated an everwidening area of municinal enterprise. The State should increasingly assume the position of a reserve employer, and the Government ought to establish a universal standard of life and labour. He hoped the Government would embark on various new adventurous experiments. [ •
