London, September 17, Mr. Abe Bailey and Sir Percy Fitzpatrick, the delegates from the Transvaal Progressive party to England in connection with the Transvaal's Constitution, are now returning to South Africa.

Interviewed at Southampton, Mr. Bailey complained of the action of the Liberals in opposing any form of indentured labour for the development of the Transvaal.

Sir Percy Fitzpatrick said lie anticipated only a small British majority on the main issues at the Transvaal elections, owing to the presence of two clearly-defined policies and to the danger of the British allowing themselves to be split into factions when the Boer organisation (the Het Volk) is as solid as one man.
