The Times' St. Petersburg correspondent .says that owing to the ghastly massacre at Siedlce recently, the Russian Government has drafted provisional rules granting the Jews a -large measure of equality, the rights to travel and sojourn, and to acquire lands, except such as belong to the peasants.
