RAILWAY RATES IN SOUTH AFRICA.

(Received September 9, 4.30 p.m.) Capetown, September 8. The Central South African railways announce that after the 30th inst. goods rates from localities in Cape Colony to localities in the Orange River Colony and to certain localities in the Transvaal will be increased by the amount of the Cape rebates.
