Flags were half-masted on all public and many private buildings to-day, in respect to Mr. Seddon's memory. , His former connection with Victorian railways was signalised in a special maimer. The railway authorities issued a (special order to the employees at Newport shops that all work should cease between three o'clock and five minutes past, during which time all the engines sounded their whistles at minute intervals. It was further ..directed that each man should remain at his post in perfect silence during the live minutes interval. ' ■ ' -
