London, February 7. The creation of a State Bank and the organisation of a police force for the coastal towns of Morocco containing Europeans, are the two critical questions at the Moroccan Conference.
As France has provided £2,800,000 of the £3,000,000 of foreign money lent to Morocco, she claims the predominant influence in the bank.
Germany, on the other hand, insists on a guarantee that the bank shall not be used for political purposes, or in favour of one nation.
The main problem in connection with the police force is how many nationalities shall be represented, and in what proportion.
The subjects being discussed by the representatives of the Powers are: — 1. Organisation of the police (apart from the frontier districts) by international agreement. 2. Arrangements for the organisation of the surveillance and the suppression of contraband in arms. In the frontier regions the application of these arrangements shall remain the exclusive business of France in conjunction with Morocco.
3. The furnishing of financial support to the Maghzen by the establishment of a State Bank, with the right of issuing notes, this bank to undertake Treasury operations and to arf;t as intermediary for the coinage of money (the profits from this going to the Maghzen). 4. Measures for improving the yield of existing sources of revenue and the opening of new sources. 5. An undertaking by the Maghzen not to alienate any of the public services for the benefit of private interests. 6. The principles of adjudication of contracts for public works without distinction of nationality. The first four subjects have been discussed.
