Constantinople, February 5. In reply to the demands of Belgium, Turkey has refused to surrender Joris, the Belgian, found guilty and sentenced to death a few weeks ago for supplyng explosives to the Armenian anarchists engaged in a plot against the life of the Sultan. It is not likely that he will be executed ; he will probably be imprisoned indefinitely.
