JAPANESE NATIONAL DOCKYARDS.

(Received February 6, 10.40 p.m.) Tokio, February 6. The Japanese Government announces that it has decided to establish national dockyards able to construct battleships of any size. It would be necessary in building warships to import only brass tubes and some of the auxiliary machinery.
