WORKING OF NEW SOUTH WALES ACT. COMPLAINT BY EMPLOYEES' REPRESENTATIVE. By Telegrapb.-Presg Association—Copyright. Sydney, January 26. A remarkable circular has been issued by Mr. Riley, the appointed employees' representative on the Arbitration Court. He attacks recent High Court judgments in reviewing the findings of the Arbitration Court, and says the Arbitration Act lias now become a menace instead of a benefit to the industrial classes. All the penal and criminal sections of the Act remain, but all the other sections, which gave the employer and employees opportunities of settling the conditions of their industries, have been practically destroyed. The Arbitration Court, however anxious it may be to do its duty, is harassed by judgments which leave it with practically no powers. He urges repeal or amendment of the Act.
