LORD KITCHENER AND THE VICEROY.

The publication in Simla of Lord Kitchener's memorandum dated the 17th, impugning the accuracy of the Viceroy's summary of his proposals, coupled with Lord Curzon's 'reply, in which, he maintains the correctness of the summary and his deductions, showed that the crisis is more acute than it was at the height of the controversy in June.
