London, July 3.

President Roosevelt has announced that the plenipotentiaries will be M. Muravieff and Baron de Rosen (Russian Minister at Washington) for Russia, and Baron Komura (Japanese Minister for Foreign Affair's) and Mr. Takahira (Japanese Minister at Washington) for Japan.

The plenipotentiaries will meet with full powers to negotiate and conclude a treaty of peace, subject to ratification by their respective Governments.

It will he observed' that the Marquis Ito who was originally selected the Japanese plenipotentiary—has been withdrawn, and Baron Komura substituted. Probably this course was taken on account of the moderate standing of tlie Russian plenipotentiary. ■' : ' ~
