BOROUGH COUNCILS.

GREY LYNN. The ordinary meeting of the Grey Lynn Borough Council was held in the Council Chamber last evening, the Mayor (Mr. J. Farrell) presiding. There were also present: Messrs. Donald, Creamer, King, Bennett, Smith, Dumper, Murray, Savers, and Martin. A letter from Mr. J. C. Robertson, asking, that the metalling of Warnoek-street should be extended beyond- the point at which it had ceased, was received. It was stated that the)foreman of works will continue the laying of metal, which had been delayed, by the. weather, at an early date. ' In" response to a request from Mr. F. W. Jones, it was decided to instruct the foreman of works to effect certain improvements to a portion of the footpath in Tutanekai-street. Three tenders for street lamps (twelve) were referred to the Finance Committee for consideration. Ordinary accounts, amounting to £554 4s Bd, were passed for payment. °On the suggestion of the Mayor it was decided to instruct the engineer to prepare plans and supply details as to the. work required to put Princeps-street (between the" GreatNorth Road and the gully) into order, with a view to improvements being effected at an early date. PARNELL. The ordinary meeting of the PameU Borough Council was held last evening. Present: The Mayor (Mr. J. Fitt) and Messrs Wood, Lusk, Fowler, Forster, Tapper,, Edgecunibe, and Briggs. " Insurance: A letter was received from the Government Insurance Department, offering to take over the fire and accident policies' of the Council at a reduction on the rate now paid to insurance companies. The letter was referred to the Finance and Legal Committee for consideration. _ A Right-of-way: It was decided to form a right-of-way through the property held on lease from the General Church Trust for use as a fire station, such right-of-way to be open to the public as a . thoroughfare. The Manukau Road: On the motion of Mr. Wood, it was decided to draw the attention of the Tramways ComDany to the condition of the road between St. Mary's Cathedral and Newmarket. ■ • Poundkeeper and Dog Registrar: Mr. F. A. Burns was appointed poundkeeper, ranger, and dog registrar. The DuSt ' Nuisance: Mr. Tapper gave notice of motion. " That the Council at its next meeting consider the best method of abating the dust nuisance on' the' Manukau Road." , Vacant Seat: At a special meeting of t!ie Counoil, held subsequently, Mr. Slater's seat was formally declared vacant, such vacancy to be- advertised in the daily papers. NEWMARKET. Last night's meeting of. the Newmarket Borough Council was attended by the Mayor (Mr. F. Bennett) and Messrs. A. Secoombe, James McColl, C. Leek, John McColl, H. Sander, R. Holmes, C. La Roche, and W. Edgerley. . ' ■ The Drainage Loan: Messrs. Hesketh and Richmond, writing in reference to the £2000 loan for drainage purposes, forwarded the debentures and coupons and! deed of agreement with the A.M.P. Society (from whom the Council agreed to borrow the money) for signature by the Mayor and town clerk, who were authorised to sign the documents. At the suggestion of the solicitors it was also decided to appoint the Mayor and town olerk as sinking fund commissioners in respect to the loan. The_ Nightsoil Contract: The Sanitary Committee recommended, in regard to the complaints received with reference to the carrying out of the nightsoil contract, thatconsideration be deferred until a report was received from the sanitary inspector. The committee's recommendation wa3 adopted, and the inspector referred to was instructed to report as soon as possible. / Street Improvements: On the motion of Mr. Kinder, it was decided to proceed with tho following works without delay:—(l) To kerb the north side of Khyber- Pass from Lumpkin's corner to King-street; (2) to complete the kerbing of Manukau Road to Laurie's corner; (3) to kerb Park Avenue; (4) to kerb Park Road from Boyle's Crescent to the corner of Park Avenue; and (5) to construct stone crossings at Laurie's factory and at the foot of Khyber . The fortnightly meeting of the Onehunga Borough Council' was held last evening. There were present: The Mayor ; (Mr. A." W. Gordon), and Messrs. J. ' Ulanfield, A. Hutchison,'6. Moody, S. Barr,' W. Morton, sen., 0. A. Osborne, J. Williams, S. Skinner, and W. jColledge. . Water Consumption: The turncock reported having pumped 1,511,000 gallons of water during the past fortnight. ' .'•'''.' The Pound: The poundkeeper reported that the ranger had impounded a horse on Sunday evening, but that some person having a duplicate key, had opened the gate and taken the animal out. It was resolved to place the matter in the hands of the police. _ V Street Lamps: The residents in the vicinity of Catherine and Arthur Streets wrote asking that a lamp be placed at that corner. It was agreed to refer the request to the General Purposes Committee. Also, that the Gas Company be asked if they will comply with their former offer to supply five extra lamps with gas at the present cost of lighting to the borough. ■,; *'« Postal Delivery: Mr. H. Davies * wrote complaining that th© postal authorities had discontinued the evening delivery of letters across the local post office counter, and asked the Council to take the matter up. It was decided to ask that the delivery he continued as in the past. . _ .; k Accident Insurance: The Government and the Ocean Accident Insurance Companies wrote asking for the business of the Council under the Employers' Liability Act. It was resolved that as the agents for two other companies resided locally, the business be given to cue of them. Campbell Statue: The seoretary to the Campbell Statue Fund forwarded receint for moneys collected fry the Council. He also intimated that the committee required another £150 to clear the cost of the statue, winch would arrive shortly. . • Tender: Only one tender, that of,o. A. Senior, at 3s per week, was received for the rental of the spare large office in the Council. Chamber. It was referred to the General Purposes .Committee. Finance: The town clerk announced an overdraft of £1459 1,3s 7d, after which accounts amounting to £165 14s 8d were'passed for payment. ' The Sexton: In connection with the proposal to provide a pump for the sexton, it was agreed not to take any action. Water Extension: It was agreed to extend the water service, as requested by Messrs McCarten Brothers and Mr. Crquhart., The work would be done subject to the conditions laid down in the by-law, and Mr. Urquharfc would have to provide his own meter. Streets Committee: The Streets Committee recommended as follows:— (a)* That Mr. P. Lynds be- allowed to break metal at the kiosk at 6s per yard; (b) that Mr. S. MoMaster's application for footpath improvements in Neilson-street, and that of Mr. 0. 'G. Davis in Anglo-street, be acceded to and fine scoria spread on the paths; (o) that the foreman point out to the Tramways Company where it is necessary to lav down gratings in Queen and Trafalgar Streets in order to carry away storm water; (d) that the work of constructing a footpath near Mr. R. G. Talbott's property in Grotto-street be undertaken; (e) that scoria be spread in Captain Springs Road, near the property of Mr. E. White; (f) that a few loads of gravel be spread near the properties of Messrs. J. and C. Skinner, and along the bridle track in the vicinity of Arthur-street and Hill-street; (g) that scoria be placed on the footpath in Victoria-street'- opposite Mr. ■E. J. Higgins'. The recommendations were adopted. / Drains: It was resolved that drains be laid down to take away the overflow, as requested by Mr. R. Barr, on condition that ho bear half of the Council's estimated cost of the work.

Hill-street: It was deoided to procure an estimate for improving the footpath in Hillstreet, between Church and Princes Streets. Removal of Stone: After considerable discussion, it was agreed that Mr. 11. Bray be granted permission to break metal excavated on a contract at As per cubic yard ; also, that ho pay threepence per foot for all kcrbingstones taken away.

Road Roller: The Mayor reported that. Mr. Ashley Hunter advised (lie procuring of a road roller at a cost of £75, such roller to weigh one ton unloaded and one ton and ahalf loaded.

Septic Tank: The , Mayor staled that Mr. Ashley Hunter. C.E., and Dr. Frengley had met the Council in committee and discussed the proposed septic tank scheme, and approved of the same. It was resolved that Dr. Frenglny be urged to approach the Government with the object of getting permission to establish the system on one of the borough reserves. Engineer: The Mayor moved, "That the minute appointing Mr. A. Metcalfe, A.M.1.C.E., as borough engineer be "rescinded, and his services dispensed with." This was agreed to. General Hate: On the suggestion of. the Mayor, it was agroed to meet in committee next Monday to' arrange for tho fixing of the general rate and the compiling of the estimate.
