IMPERIAL PARCELS POST.

CASH ON DELIVERY SYSTEM.

SCHEME BEING CONSIDERED. By Telegraph Preis Association Copyright,

London, April 26. Thk Postmaster-General says that the extension of the cash on delivery parcels post system between the Motherland and her colonies and possessions and Egypt is under con' sideration. It is not intended, however, to introduce the system within the United Kingdom.

The cash on delivery parcels system is in force in several countries. The only countries in Euroope that have not adopted it are Great Britain, Russia, Spain, and Turkey. Lord Stanley considered the subject in 1903, and received deputations from traders. He said to one deputation that the only important objection to the system wad "the probability of the diversion of trade from the provincial retail traders to firms that advertised extensively." To a, deputation of trader.* that opposed the system Lord Stanley said: "It had been said l>y oik*, of the speakers that you could buy best locally, because the Tocoa) tradesman knew your requirements. Then what inducement has a man to go elsewhere for

itis goods? .... Under this system at tradesman who supplied you once with a good article would be able to go oii supplying you wherever you went, the customer already knowing the article and the price." On the Ist inst lie ca.sh-on-delirery parcels post came into force between Britain and the United States. The maximum weight allowed is 700/., and the maximum postage rate is 2s.
