THE CRUISER DIANA.
PRECAUTIONS BY THE FRENCH. London, April 26. It is reported that the essential portions of the machinery, of the Russian cruiser Diana (interned since August. 10 at Saigon) were transferred recently to a French warship in pursuance of orders from the French Minister for. the Colonies. This step was taken because .the. Russian commander wished to change his anchorage. CONTRABAND. TWO STEAMERS SEIZED. London, April 26. The Russians have captured two merchant steamers bound from Saigon for Japan with rice. NAVAL BASE AT SAIGON. Brisbane, April 27. A gentleman, who has arrived here from Saigon, where lie lias been engaged in cable extension, says the French Government h»\ decided to establish a naval base at Saigon. Extensive fortifications are being erected at the month of th<j river, -Mid the military force has been increased to between 5000 and 6000.
