The last general order issued by General Stoessel at Port Arthur, a copy of which has now been published, stated that further resistance would merely result in daily murder, and in such circumstances a commander must be brave enough to surrender. Collins, a British subject of Portuguese extraction, has been sentenced at Yokohamo to 11 years' penal servitude : for disclosing Japanese military secrets to the Russians. OYAMA'S PROCLAMATION. - _■ London, January 24. Field-Marshal Oyama has issued a general order to his troops, in which he informs them of the internal tioubles of Russia.
