ULTIMATUM FROM WASHINGTON. PRESIDENT CASTRO'S WAR PREPARATIONS. By Telegraph Association.—Copyright. (■Received .Tummy 8, G.i p.m.) Washington, January 8. Till' Government of the United States has for war: led an ultimatum to President; Castro of Venezuela. The ultimatum is to the effect that if Venezuela docs not fulfil her obli gallons under the Hague Tribunal's decision before March and remedy other grievances, a naval demonstration will be made at Venezuelan ports, and the Customs of the country will bo seized. President Castro has caused guns to be mounted at the chief forts, and these include nine 20-centimetre Creusots, whim originally were con struct eel for the Boers. j
