THE PAPUA BILL. By Telegraph.— Association Copyright*. c Melbourne, November 30. The new clause prohibiting the eale of opium and intoxicants in British New Guinea has been inserted in the Papua Bill, and the measure has been, read a third time. [This clause was inserted in the measure when it was introduced: last year, and the Government, then withdraw the Bill. Hundreds of petitions supporting the clause were received from all parts' of Australia.
