Barken, Minister for Defence, speaking at a banquet , : at Montreal, 'declared that the' money of Canadians devoted to defence should be controlled by them, and not handed to' anybody, whether the "War Office or the Admiralty. Ability to defend their own territory was; their last contribution to the Empire's safety and integrity.
