THE CONGO FREE STATE.

Brussels., October 21. King Leopold's mission to Vienna in regard to the attitude of Great Britain on the question of the Congo Free State lias ended in failure. The Emperor Joseph contented himself with, advising the King to refer the question to the Arbitration Tribunal at The Hague.
