IMMIGRATION TO CANADA.

' A Keuter message from Ottawa states that a deputation of the labour organisations asked that legislation be provided to make it unlawful to pre-pay passages or to assist the immigration into Canada of any persons under conditions of contract labour. Sir W. Muloch replied that such a proposal was against the public interest and inter-Imperial sentiment, and would check British immigrants. It was objectionable from every standpoint.
