MR. BALFOUR'S VIEWS. By Telegraph.— Press Association.—Copyright. London, April 7. The East Manchester Conservatives' Association, at their annual meeting added to a vote of confidence a rider regretting Mr. Balfour's attitude on the Church Discipline Bill. Mr. Balfour, in acknowledging the vote, said that they had not differed in aim, but had differed in means. He feared that the abolition of the veto would divide the Church, but would not stop Romanising practices.
