THE ARREST OF RUSSIAN OFFICERS.
By Telegraph.—Press Association.— (Received April 7, 1.8 am.) St. Petersburg, April 6. The arrest of Russian officers is connected with a circular of advice issued to the troops to fire over the heads of the people when dealing with disturbances, adding that only numskulls would shoot a crowd.
