Lord Lansdowne has testified to the Boer War Commission that the forecast of the military advisers of the Government greatly undervalued the Boer fighting qualities and staying powers. Their .ports and minutes illustrated this. The field force-his military advisers recommended was inadequate, although it was then thought to be in the direction of excessive precaution. General Buller had no written instructions regarding the plan of campaign, but no information was withheld which it was desirable that General Buller should know. The Government had not interfered with the disposition or movement of the troops.
