THE POWERS AND CHINA,
By Telegraph.— Association.— (Received Jnne 23, 10.40 p.m.) London, June 23. Russia has dexterously withdrawn from the Government at Tientsin on the pretext that she would not impose onerous conditions on China preliminary to the Viceroy's resumption of affairs. The Times' Pekin correspondent says Britain ought to withdraw. Italy and Japan would then likewise do so, and doubtless France would follow. Russia and Germany would then be left to cope with the situation alone.
